While UC Berkeley appears to have been at the heart of aerosol BW research, it was by no means alone. Other universities collaborated with the BW effort while working on the VCP in parallel. From 1955 to 1965, the Ohio State University College of Medicine conducted research for Fort Detrick into the aerosol transmission of BW agents including tularemia and Q fever.21 In some of these studies, prisoners from the Ohio State Penitentiary were used as guinea pigs. Between 1952 and 1969, the affiliated Ohio State University Research Foundation had eight contracts with the U.S. Army for BW research. Tularemia (“rabbit fever”) and Q fever were ultimately stockpiled by the U.S. Army.22

Before he worked with UC, Dr. Hellman supervised an NCI contract for Ohio State University. Designed to study the aerosol transmission of cancer-causing viruses, this research started in 1965 and continued at least until 1972. The principal investigator for this work, Dr. Richard Griesemer, would eventually succeed in giving tumors to mice and monkeys. Griesemer then went to work briefly at the Oak Ridge National Laboratory, part of the U.S. Department of Energy nuclear research system. After his stint at Oak Ridge, Griesemer returned to NCI, where he headed the NCI Bioassay program, which tested chemicals suspected of causing cancer. This multimillion dollar program was so badly managed that epidemics forced the killing of nearly 90,000 test animals and testing of suspected carcinogenic chemicals fell far behind schedule.23

Many other universities prominent in the U.S. BW program, such as Johns Hopkins, University of Maryland, and the University of Minnesota, were also heavily involved in the VCP. Since the BW work performed by these universities remains classified, the exact relation between VCP and biological warfare research remains murky.

Another CIA-SOD program, MK-NAOMI, collected biological toxins and disease.42

While Nixon ordered a supposed end to BW offensive efforts in 1969, the Central Intelligence Agency retained a secret BW and toxin weapon capability.43 Given this record of deception in the U.S. BW program, the Viral Cancer Program may well have used the search for a cure for cancer as a cover to continue its experiments on biological warfare.

Geologists have long puzzled over anecdotal reports of strange atmospheric phenomena in the days before big earthquakes. But good data to back up these stories has been hard to come by.

In recent years, however, various teams have set up atmospheric monitoring stations in earthquake zones and a number of satellites are capable of sending back data about the state of the upper atmosphere and the ionosphere during an earthquake.

Last year, we looked at some fascinating data from the DEMETER spacecraft showing a significant increase in ultra-low frequency radio signals before the magnitude 7 Haiti earthquake in January 2010.

Today, Dimitar Ouzounov at the NASA Goddard Space Flight Centre in Maryland and a few buddies present the data from the Great Tohoku earthquake which devastated Japan on 11 March. Their results, although preliminary, are eye-opening.

They say that before the M9 earthquake, the total electron content of the ionosphere increased dramatically over the epicentre, reaching a maximum three days before the quake struck.

At the same time, satellite observations showed a big increase in infrared emissions from above the epicentre, which peaked in the hours before the quake. In other words, the atmosphere was heating up.

These kinds of observations are consistent with an idea called the Lithosphere-Atmosphere-Ionosphere Coupling mechanism. The thinking is that in the days before an earthquake, the great stresses in a fault as it is about to give cause the releases large amounts of radon.

The radioactivity from this gas ionises the air on a large scale and this has a number of knock on effects. Since water molecules are attracted to ions in the air, ionisation triggers the large scale condensation of water.

But the process of condensation also releases heat and it is this that causes infrared emissions. “Our first results show that on March 8th a rapid increase of emitted infrared radiation was observed from the satellite data,” say Ouzounov and co. These emissions go on to effect the ionosphere and its total electron content.

It certainly makes sense that the lithosphere, atmosphere and ionosphere are coupled in a way that can be measured when one of them is perturbed. The question is to what extent the new evidence backs up this idea. The Japan earthquake is the largest to have struck the island in modern times and will certainly turn out to be among the best studied. The HAARP website has been down for the past 3 weeks. It was ordered taken down by the US government to conceal U.S. weather modification and earthquake inducing warfare activities against foreign states. The HAARP website was publishing very damaging evidence of U.S. military weather modification and earthquake triggering operations against foreign states. HAARP's waterfall charts and magnetometer charts gave evidence of an ongoing weather war between the United States government and foreign states. HAARP's magnetometer can be used to predict as well as give evidence of a HAARP created earthquake. A magnetometer measures disturbances in the magnetic field in Earth's upper atmosphere. HAARP was broadcasting a 2.5 Hz frequency (the signature frequency of an earthquake) from just before midnight on March 8, 2011 and continued to broadcast the frequency for the entire days of March 9, 2011 and March 10, 2011. The 2.5 Hz frequency continued to be broadcasted and recorded by the magnetometer for another 10 hours the day of the Japan 9.0 magnitude earthquake.

Scientists at the HAARP institute discovered that a 2.5 Hz radio frequency is the signature frequency of an earthquake. Since this discovery the HAARP phased array antennas have been used by the US military to beam the earthquake frequency into the ionosphere and the ionosphere reflects it back to Earth - penetrating as deeply as several kilometers into the ground, depending on the geological makeup and subsurface water conditions in a targeted area. By beaming the frequency at a specific trajectory HAARP can trigger an earthquake any place on Earth. A short burst isn't enough to disturb solid matter (the Earth crust) so they keep beaming the 2.5 Hz earthquake frequency for hours or days - until the desired effect is achieved. The Environmental Modification Convention (ENMOD) prohibits the military or other hostile use of environmental modification techniques.

It opened for signature on 18 May 1977 in Geneva and entered into force on 5 October 1978. The Convention bans weather warfare, which is the use of weather modification techniques for the purposes of inducing damage or destruction. Still think that HAARP is just another wacky fictional conspiracy?  The above listed patents should be enough to convince any intelligent person that HAARP is real and is now actively modifying our weather and triggering earthquakes.   For those who are still not convinced, look to the United States Congress for proof.  In order for HAARP to get funding the people who first created HAARP needed funding.  That funding was made possible by the US government.  If you were to look at Congressional records you would find documents that state just one of the many official purposes of HAARP – for penetrating the earth with signals bounced off of the ionosphere. Earth-penetrating tomography Congress was informed by people in the High Frequency Active Auroral Research Program that the bounced signals would be used to look inside the planet to a depth of many kilometers in order to locate underground munitions, minerals and tunnels. If you bounced the known earthquake signature signal (2.5 Hz) for a sustained period of time an earthquake could triggered many kilometers inside Earth’s crust.  The U.S. Senate actually set aside $15 million dollars in 1996 (Clinton and Al Gore Administration) to develop this ability alone — earth-penetrating-tomography.

Update April 21, 2011Under pressure from the International community the HAARP website is up again.  No data is available from April 7 to April 12, 2011.  Data before and after shows the signature frequency of an earthquake (2.5Hz) being transmitted.  Also shows energy spikes which indicates active weather modification.  Now that the website is up again you can view the data for the Japan earthquake at http://137.229.36.30/cgi-bin/scmag/disp-scmag.cgi?20110311.  From the magnetometer induction data you can see 2.5Hz (earthquake inducing frequency) being broadcasted and recorded for several days before the 9.0 magnitude earthquake. 

To see what a normal (no HAARP  broadcasting) day looks like view the magnetometer charts for the days of March 15, 16 and 17 – March 16, 2011 http://137.229.36.30/cgi-bin/scmag/disp-scmag.cgi?date=20110316&Bx=on.  No earthquake inducing broadcast was detected from March 15 to March 27, 2011.  On March 28, 2011 a low powered broadcast was detected from approximately 12:00 am to 3:00 am.  Broadcasting resumed on April 2, 2011.  April 6, 2011 shows you what the magnetometer charts looks like when a solar storm blasts Earth.    No data is available from April 7, 2011 to April 13, 2011 – a shutdown.  Starting on April 15, 2011 and ending approximately 10:00 am April 16, 2011 the earthquake inducing frequency of 2.5Hz was detected being broadcast.

They all know how to do it. —Sep 29, 2021: 

The government “has an interest in” patents for the technology with the ability to real-time monitor an election … change votes … insert false voters … and predetermine the outcome of an election by applying a computer algorithm.

This is such a hard fight to get to the truth because the deception and manipulation has been happening a long time.  The corruption has grown exponentially among the entrenched elites, globalists, and communists here and abroad.  It crosses both political parties.

In our prior news blast, we included the video of sworn testimony of a man who  created an algorithm to secretly flip votes for a Republican in 2000 for a Florida election. Jerry Nadler and Maxine Waters, among others, heard the testimony.

He submitted an affidavit to Congress in support of his testimony.  His dog was shot that very day.  His testimony and warnings have been ignored.  They All Know.

This disgusting corruption crosses both political parties and involves key positions in the government itself, including, apparently, the Defense Department and the “Intelligence Community.”

The truth is difficult to face, but we must do so now if we are going to save this Republic.  They’ve been doing much of this massive fraud in plain view, and they have been telling us what they were going to do at the same time.  The proof is in the patents.

At least as early as 2003, perhaps even before the 2000 election, the United States Department of Defense itself funded the patent process for what became in 2005 a:

“method for dynamically auditing of electronic systems using an electronic registration and voting system.”

The “invention provides false voting data associated with false voters to the voting systems, recovers voting records associated with the false voting data.” (Emphasis added).[1]

“Nothing in the system identifies” the “test” voter IDs.  “Records identifying these voters are kept manually outside the system in an election officials’ offices.”

This translates to they can be kept anywhere, and they can be inserted at will with no way to identify them in the system.

More details include a “central secure hosting environment accessible through a network, such as the internet, by a user such as an absentee voter, from any computing device anywhere in the world. . . .

The central hosting facility is also accessible by officials of a local election office via a computer, or computers, over the network.” (Emphasis added).

A user is not even required to use the same computer or be in the same place to register or to vote.  It was a one-stop shop.  It would provide “for the authentication of voters and local election office workers; the registration of voters; the creation of ballot definitions; voting and securing a ballot; and ballot tabulation.”  It would “decrypt ballots using the assigned security keys, tabulate the results, and prepare reports. . . “[2]

“Additional features and advantages of the invention . . . may be learned by practice of the invention.” (Emphasis added).

Then in 2006, the U.S. Army funded a project for processing votes by “applying a plurality of vote scoring methods to produce a collective group decision that is resilient to errors.”

This is fancy language for an algorithm to alter or “rig” an election, to produce the predetermined outcome.  This is what the math shows happened in the 2020 Presidential election.

The method is protected by U.S. Patent No. 7,377, 431.[3]  The original assignee is the Trustees of Stevens Institute of Technology. ­
